This concept provides the functional definition for assured communications for the emergency responder regardless of physical location, circumstances of deployment, or required information transfer. Operable communications focus on the communications mission. They provide trusted information exchange in a seamless, anytime and anywhere manner, with a minimal cost but in an open evolution manner. The systems are dependable, easy to use, and trusted. Inherent in operability is the consideration of capability, both in terms of day-to-day capability to meet communications requirements as well as the ability to meet any potential surge requirements.
